The third largest city in Finland, Turku, hosted the 2011 European Capital of Culture. This event mobilized multiple cultural actors and transformed several places in the city, including the usage of the city’s central riverside and introduction of the industrial-heritage site Logomo. In this seminar Sampo Ruoppila (Director of the Turku Urban Research Programme) will explain the policy process as well as illustrate the features of and links between policy effects, population effects and spatial effects, discussing the long-term legacies for the city, its image, definition of culture, and cultural heritage.
