What is evident in evidence based policy making? Policy Analytics and the construction of arguments.
Seminar Series “Decision Aiding for Policy Design and Evaluation”
There is an increasing demand for providing supporting evidence when policy makers claim the pursue any given policy for some reason. The notion of evidence, however, is far from being “evident”. We discuss the origin of the use of this concept and its use for data driven policy making purposes and we show that, although data (and more generally so called evidence) are necessary in order to design and implement legitimate policies, they are far from being sufficient. We then survey what does it mean designing “convincing” and “legitimate” policies as a result of an argumentation process.
