
Tackling spatial injustices and inter-municipal fragility
The case of Alto Lago di Como e Valli del Lario

The seminar presents the preliminary results of the ongoing PhD thesis focused on the inner area of Alto Lago di Como e Valli del Lario, fostering discussion on place-based approaches and solutions to address local fragilities and promote both endogenous and exogenous growth. The presentation initially highlights the key factors hindering the development of the inner area, shedding light on sociodemographic, economic, cultural, and environmental aspects. This is followed by findings from a policy review that assesses the coherence and the alignment of the local strategy’s vision, goals, and projects with the municipal characteristics, needs, demands and potentialities (territorial and human capital). Additional findings reveal how Lake Como can enhance inter-municipal cooperation, acting as a key player in the integrated development of the case study. Recommendations are provided on the approaches still required to diminish the lake from a perceived barrier into a unifying element and strengthen the connection between Lake Como shores and the surrounding mountainous territories. Finally, the ongoing research explores how the proximity of neighbouring inner areas can build a polycentric development model that stimulates socioeconomic and territorial cohesion. The proposals take advantage of the existing green and blue infrastructures and emerging “new” standards of living that prioritise proximity to nature, better air and water quality, slow living, and reduced living costs.
