Tensions and challenges toward a biodiversity-sensitive planning in the Bay of Kotor

The seminar presents and discusses the preliminary findings of a research period spent at the Faculty of Maritime Studies, University of Montenegro in Kotor, from November 2024 to February 2025, as part of the research activities undertaken within Spoke 5 of the National Biodiversity Future Center (NBFC), focusing on integrated planning and design for biodiversity in urban contexts. The study examines the intersections between urban biodiversity and spatial planning in the Bay of Kotor, underlying key factors, barriers, and challenges to achieving a nature-positive future in a context whose habitats and resources are under significant pressure from pervasive tourism-driven real estate development, strong seasonal influx of visitors, and increasingly evident impacts of climate change. By conducting a content analysis of local plans, qualitative in-depth interviews with local stakeholders, and experiential site surveys, the research maps and analyzes the frictions and tensions shaping the human-nature relationships in the study area, and highlights the conflicting narratives and clashing values related to biodiversity preservation and enhancement which strongly influence the urban development dynamics in the Bay of Kotor. The study concludes with a roadmap outlining key lessons for a biodiversity-sensitive planning in Kotor, aiming to acknowledge socio-ecological practices and multispecies dynamics in urban transformation processes.
